Prop. 10 Special Report:

This special report originally appeared in the September-October 2001 issue of the Children's Advocate, published by Action Alliance for Children.

Prop. 10: Weaving a web of support for young children and families

State Prop. 10

Twenty percent of Prop. 10 money funds the work of the California Children and Families Commission. The commission provides leadership for the county commissions and coordinates implementation of the California Children and Families Act. The state Prop. 10 Commission provides:

Resources for county commissions, including a technical assistance center, guidelines for county plans, conferences, and workshops

Hot line on child development and parenting: (800) KIDS-025, available in English and Spanish, with translation available in other languages, 8 a.m. to 10 p.m. week days, 8 a.m. to 4 p.m. Saturdays

Media campaigns to increase public awareness of the importance of early childhood development

Research and evaluation of best policies and practices that foster healthy child development

Funding for statewide programs-its first round of grants included a toll-free Tobacco Cessation help line; the state library's literacy projects; a program to train preschool teachers in developing reading readiness; health and family support consultants for child care programs in some counties; and grants to child care centers to improve safety.

A priority of the state commission for the coming year is to collect and synthesize research on school readiness, starting with definitions of terms, identifying indicators of school readiness, and examining model programs associated with improved school readiness.
